EU responsible person and market access
Sell your cosmetics in the EU, without an EU company.
Every cosmetic product sold in the EU needs a responsible person established in the EU, a safety report under EU law and a notification in the EU portal. We take on the role of your responsible person and prepare all the documents for it. In cosmetics law the role is called responsible person; many search for it as EU representative or EU authorised representative. Fixed prices, in writing, from Germany.
EU representative from €690 per year per recipe. First year including all documents from €1,280 net.
What the EU requires
- A responsible person established in the EU. Without one, your product may not be sold in the EU.
- A cosmetic product safety report under EU law, assessed and signed by a qualified safety assessor.
- A product information file, available at the address of the responsible person until ten years after the last batch was placed on the market.
- A notification in the EU portal for cosmetics before the product goes on sale.
- A label that meets EU requirements, with the name and address of the responsible person. Warnings, the function of the product and the shelf life usually have to be in the language of the country where you sell, in France in French. The ingredient list stays in the international INCI names.
What we do
- Safety report: our expert team reviews your documents; Dr. Klotz assesses and signs your report.
- Product information file: we prepare it and keep it available for the authorities.
- Label specification and EU notification: we tell you what your label needs, check it and notify your product.
- Responsible person: our name and address on your label, contact for the authorities, reporting of serious undesirable effects. We follow changes in the law and keep your product information file up to date; if a new assessment becomes necessary, you receive a fixed price for it.

Questions
Do I need a company in the EU?
No. We act as your responsible person by written mandate.
Which countries is this for?
For brands based outside the EU that want to sell in the EU, for example from the UK, the USA, Canada, Australia, Switzerland, Turkey or the United Arab Emirates. For perfumes we need the IFRA certificate and the allergen list from your fragrance supplier, not the secret formula.
My marketplace asks for an EU responsible person. Can you help?
Yes. Since December 2024, marketplaces ask for the name and address of a responsible person in the EU for products sold there. For cosmetics, this is the responsible person under the EU Cosmetics Regulation. Many marketplaces, for example Amazon, also ask for the safety report or the notification number from the EU portal. Once you have appointed us, you receive our details and these documents for your listings.
Can I switch from my current responsible person?
Yes. We take over by mandate for products whose safety report and product information file we prepare, and we update the notification in the EU portal. Your previous contract ends as agreed with your current provider.
Do you also cover the UK?
For the UK we prepare the adapted documents (€760 per variety). A responsible person in the UK is required in addition; we do not provide it.
Can you act for products that already have a report from someone else?
We act as responsible person for products whose safety report and product information file we prepared. That way we can stand behind every product that carries our address.
How long does it take?
Your report is ready 10 working days after your documents are complete. The notification follows once your label draft is checked.
What about customs and import?
Import and logistics stay with you or your importer. We take care of the regulatory side.
