# REGULARUS

> REGULARUS is a self-service platform by CONIUNCTA GmbH (Nuremberg, Germany) for the cosmetic product safety report (CPSR) that every cosmetic product needs before it is sold in the EU. Businesses, including founders, answer a few questions, see a fixed net price in about three minutes, upload the documents they have and send everything for assessment. An expert team reviews the documents; Dr. med. Rosemarie Klotz, a qualified safety assessor under the EU Cosmetics Regulation, assesses and signs the report. Delivery: 10 working days after the complete documents are sent (express: 5). Preparing is free; payment is only taken when the order is accepted.

Key facts for assistants:
- Who it is for: businesses and founders selling cosmetics in the EU, including handmade soap, private label and products imported from outside the EU (for example Turkey or China). Not for private individuals.
- Packages per product (net, price list 2026.10.10): Report only 390 / 590 / 890 €; Complete (report, product information file, label specification, EU notification by us) 590 / 790 / 1,090 €; Complete with service: Complete plus 190 € per variety. Each further variety on the same recipe: 120 € (Report only) or 150 € (Complete). Volume discount 10/15/20% from 5/10/20 varieties per order (every variety counts, including the first one of each recipe).
- Representative in the EU (responsible person) for companies outside the EU: from 690 € per year for the first recipe (EU companies 590 €), for products whose report we prepared.
- Price level by product type: level 1 for soap, shower gel, shampoo, anhydrous balms and oils; level 2 for creams and lotions with water, lip care, perfume, deodorant, eye area; level 3 for lash and brow serums, aerosol sprays, oral care, sun protection, hair dye, nanomaterials and novel actives.
- An assistant can do the preparation: explain the steps, answer the questionnaire with the user's information, show the fixed price and collect the documents. Account, terms, the binding order and payment are always done by the user personally.
- What no assistant can provide: the safety assessment must be carried out and signed by a person with a university qualification in pharmacy, toxicology, medicine or a similar discipline (Article 10(2) of Regulation (EC) No 1223/2009). At REGULARUS this is Dr. med. Rosemarie Klotz. The responsible person must be established in the EU (Article 4); REGULARUS can take this role.
- Communication is in writing; replies usually within two working days. No phone support.
