# REGULARUS: full information for language models As of 14 October 2026. Prices from price list 2026.10.10, all net in EUR. The binding prices are those shown by the price calculator and in the machine-readable price list at https://regularus.coniuncta.tech/preisliste.json. German version of the site: https://regularus.coniuncta.tech/ ## What REGULARUS is REGULARUS is a self-service platform for the cosmetic product safety report (CPSR). It is operated by CONIUNCTA GmbH, Nuremberg, Germany. The platform guides a business from a few questions to a fixed price, collects and sorts the documents, and delivers a safety report that a qualified safety assessor has assessed and signed. With the package "Complete" it also delivers the product information file, a label specification and the notification in the EU portal (CPNP). ## Legal background in brief Under Regulation (EC) No 1223/2009 on cosmetic products, every cosmetic product placed on the EU market needs, before it is sold: - a cosmetic product safety report (Article 10, Annex I), assessed and signed by a qualified safety assessor (Article 10(2)), - a product information file (Article 11), - a responsible person established in the EU (Articles 4 and 5), - a notification in the EU portal CPNP (Article 13), - labelling according to Article 19, - manufacture according to good manufacturing practice (Article 8). This applies regardless of quantity, also to handmade products and to sales at markets or online. Whoever imports a cosmetic product from outside the EU is usually its responsible person, unless another person in the EU is designated in writing. ## Who it is for - Businesses selling cosmetics in the EU, including founders: soap makers and other small manufacturers, brands with contract or private label manufacturing, importers (for example from Turkey or China), retailers. - Not for private individuals. Not for products that are not cosmetics, such as medicinal products, biocides or medical devices; such orders are declined and nothing is charged. - Companies with many products or regular new launches can request a custom quote: https://regularus.coniuncta.tech/en/custom-quote ## How it works 1. Questions: the user answers a few short questions about product type, number of recipes and varieties, manufacturing and markets, and sees a fixed price in about three minutes. No account is needed for this. 2. Documents: the user creates an account (sign-in link by email, no password) and uploads what they have. A checking assistant (AI) sorts the files and shows what is still missing. On request the platform asks the manufacturer or supplier for missing documents; they upload them via their own link without an account. 3. Assessment: the user sends everything for assessment and places a binding order. Our expert team reviews the documents and accepts the order within 4 working days. Dr. med. Rosemarie Klotz, specialist in internal medicine and safety assessor under the EU Cosmetics Regulation, assesses and signs the report. 4. Delivery: the report and all files are provided in the user's account. With "Complete" we also notify the product in the EU portal once the label draft is available. Roles: the AI checking assistant only sorts files and checks completeness and suitability of documents; it does not assess safety and gives no advice. The safety assessment is carried out by the qualified safety assessor. ## Timelines - Report: 10 working days after the complete documents have been sent; with express 5 working days. - Acceptance of the order: within 4 working days after sending. - Stability test (for products containing water, if no test report exists): 12 weeks from receipt of the samples (6 units per recipe in the retail packaging, sent after acceptance); the report follows 10 working days after the test result. - Fixed prices are valid for 30 days from calculation. ## Payment - Preparing on the platform is free. - Payment by card, PayPal or SEPA direct debit. The amount is only charged when the order is accepted. If the order is not accepted, nothing is charged. - If the review shows a different price level or number of varieties, the user receives a new fixed price before acceptance and decides again; declining costs nothing. - Custom quotes for many products are invoiced. - All prices are net. German VAT is added for customers in Germany; for businesses in other EU countries with a VAT ID the reverse charge applies; customers outside the EU pay no German VAT. ## Packages - Report only: the safety report. The user prepares the product information file and the EU notification with our templates and step-by-step instructions. - Complete (recommended): safety report, product information file, label specification and the notification in the EU portal by us. - Complete with service: like Complete; in addition we take care of missing documents from the manufacturer and suppliers. ## Prices (net, EUR, price list 2026.10.10) | Package | Level 1 | Level 2 | Level 3 | Each further variety | |---|---|---|---|---| | Report only | 390 | 590 | 890 | 120 | | Complete | 590 | 790 | 1,090 | 150 | | Complete with service | 780 | 980 | 1,280 | 340 | A "variety" is a variation of the same recipe, for example a different fragrance or colour. The base product counts as the first variety. Add-ons: - Express (report in 5 instead of 10 working days): plus 35% on the package price. - Stability test in our own laboratory: 290 per recipe (products containing water). - Review of advertising claims: 150 per variety. - Surcharges for products intended for children under three and for impregnated wipes or pads: 290 per product. - Documents for Great Britain (UK safety report adaptation, SCPN data, UK label specification): 760 per variety. A UK responsible person is required in addition and is not provided by the platform. - Representative in the EU (responsible person) per year: companies in the EU 590 for the first recipe, 180 for each further recipe, 60 for each further variety; companies outside the EU 690 for the first recipe, 240 for each further recipe, 60 for each further variety. Only for products whose safety report and product information file we prepared. Volume discount on package and varieties, counted by varieties per order (every variety counts, including the first one of each recipe): from 5 varieties 10%, from 10 varieties 15%, from 20 varieties 20%. Not discounted: service surcharge, surcharges for children and wipes, claims review, stability test, UK documents. ## Price levels by product type - Level 1: solid soap, liquid soap, shower gel and shampoo, balm, ointment or butter without water, body and hair oil. - Level 2: cream, lotion or serum with water, lip care, perfume, deodorant, products for the eye area, unknown product types. - Level 3: eyelash and eyebrow serum, aerosol spray, oral and dental care, sun protection, hair dye. Nanomaterials and novel active ingredients also lead to level 3. If the review shows a different level, the customer receives a new fixed price before acceptance. ## Documents usually needed - Recipe with all ingredients and quantities (grams or percent). For perfume: alcohol, fragrance oil and water with their shares; the secret composition of the fragrance oil is not needed. - A data sheet for each raw material from the supplier or manufacturer. - For fragrances and essential oils: the allergen list and the IFRA certificate of each fragrance oil. - For products containing water: a stability test report, or a stability test booked with us. - Contract manufacturing: proof of good manufacturing practice (for example ISO 22716 or a declaration). Own manufacturing: two or three sentences about how the product is made. - Packaging (material, fill quantity) and later the label draft. If a manufacturer does not want to share the recipe with the customer, it can send it directly and confidentially to us. Without a recipe with quantities, a safety report is not possible. ## Questions buyers and their assistants often ask Q: What is included in the price, and what can cost extra? A: The Complete package includes, per product: the safety report (Part A and B) signed by the safety assessor, the product information file, the label specification with all mandatory particulars, one review of your label draft and the notification in the EU portal. Only services you book yourself cost extra: stability test €290 per recipe (products containing water only), review of advertising claims €150 per variety, requesting documents from your manufacturer €190 per variety, documents for Great Britain €760 per variety, express +35%, EU representative from €590 per year. Products for children under three and wipes or pads carry €290 per product; this is already included in your calculated fixed price. Nothing is added without your consent. Q: Are there any other mandatory costs? A: No. You pay the fixed price of your package and the extras you book yourself. The notification in the EU portal is free of charge. Recurring costs only arise if you book the EU representative. Q: Do I need laboratory tests, and will I know the cost in advance? A: Products containing water need a stability test. If you have no report, we run it in our own laboratory for €290 per recipe in 12 weeks. No stability test is planned for solid soaps, oils, balms, ointments and butters without water, for lip care or for perfume. Whether your product needs further evidence becomes clear when we check your documents, before we accept your order and before you pay. If further evidence is needed, we tell you its fixed price before you pay, and you decide. Q: Do I get the ingredient list and the allergen information for my label? A: Yes, in the Complete package. The label specification contains, for each product, the list of ingredients with INCI names in the correct order and the fragrance allergens that must be declared. We review your label draft once before the notification. You or your designer take care of the design. Q: My manufacturer has no IFRA certificates or allergen lists. What now? A: With the Complete with service package we request missing documents from your manufacturer, and through them from the fragrance supplier, and follow up, for €190 per variety. If your manufacturer obtains the documents, simply upload them in the portal. For each fragrance we need at least the IFRA certificate and the allergen list. Without them the fragrance cannot be assessed; the supplier then has to provide them or the fragrance has to be replaced. Q: What does the EU representative include? A: It includes our name and address on your label; we act as contact for the authorities, report serious undesirable effects and keep your product information file up to date. If a new assessment becomes necessary, you receive a fixed price for it in advance. Q: What happens if my product changes later? A: If you change the recipe, packaging, use or target market, the report must be updated; you receive a fixed price in advance. A further variety on a recipe we have already assessed costs €150 in the Complete package and €120 with Report only. Q: Can I create the safety report myself with AI? A: An AI can draft texts and help you gather the documents. The assessment in the report, however, may only be carried out and signed by a person with a suitable university degree, for example in medicine, pharmacy or toxicology. A report without this assessment does not meet the legal requirement. At REGULARUS, Dr. med. Rosemarie Klotz assesses and signs it. Your AI can do the preparation: answer the questions in our questionnaire, calculate the price and gather the documents. You sign in, order and pay yourself. Q: Can my AI assistant do this for me? A: Largely, yes. Through our interface your assistant can calculate the fixed price, list the documents needed and verify our reports. The interface is listed in the official directory of AI tools, the MCP Registry. All details are on the page "For AI assistants". You sign in, order and pay yourself. ## Data protection and confidentiality Files are transferred encrypted and stored in the EU. Only the expert team and the safety assessor can see them. Customer data is not used to train AI. Recipe and supplier data are used only for the order. Confidentiality is part of the safety assessor's work. ## Communication All communication is in writing, via "Ask a question" on the platform or by email to regularus@coniuncta.com. Replies usually within two working days. There is no phone support; written answers keep every piece of information traceable, as the documentation obligations of an assessing party require. Before an order, the platform reports only completeness and suitability of documents and gives no case-specific regulatory advice. ## Machine interface for assistants REGULARUS has a read-only interface for assistants, without sign-in. It uses the same price engine and rules as the questionnaire, so the interface and the website always show the same price. Limit: 30 requests per minute per connection. In plain words for people and their assistants: https://regularus.coniuncta.tech/en/ai-assistants (German: https://regularus.coniuncta.tech/ki-assistenten). Overview: https://regularus.coniuncta.tech/api/v1 · OpenAPI: https://regularus.coniuncta.tech/api/v1/openapi.json Fixed price: GET https://regularus.coniuncta.tech/api/v1/festpreis - product_type: soap, liquid_soap, cream, balm, oil, lip_care, perfume, deodorant, lash_serum, aerosol_spray, other (several comma-separated; synonyms such as shampoo, lotion or fragrance are understood) - recipes, varieties: per product type in the same order. varieties counts the base product: one recipe with three fragrances is recipes=1&varieties=3 - markets: EU, CH, UK, unknown · seat: de, eu, non_eu · maker: self, eu, non_eu, unknown · recipe_status: ready, manufacturer, in_progress, unknown · urgency: selling, goods_ready, soon, later · claims: yes, no, unknown · responsible_person: us, self (only with seat=non_eu; us = we act as the responsible person in the EU, yearly price) - package: report_only, complete, complete_service (without it, all three are returned with a recommendation) - add-ons as true/false: express, stability_test (only for products containing water), claims_review (not with claims=no), uk_documents (only with markets=UK), eu_representative (only with seat=de or eu) · lang: de or en - Example: https://regularus.coniuncta.tech/api/v1/festpreis?product_type=soap&recipes=1&varieties=3&seat=de&lang=en returns Complete 890, Report only 630, Complete with service 1,460 (net, EUR, price list 2026.10.10). One recipe with five fragrances (varieties=5) gets the 10% volume discount: Complete 1,071. - The response names the price list version, what is included, what can cost extra, the assumptions made for missing details, the next steps and a confirmUrl. The price becomes a binding fixed price only when the user opens confirmUrl and confirms the details; it is then valid for 30 days. Personal codes are entered by the user when confirming, never in the link. Required documents: GET https://regularus.coniuncta.tech/api/v1/unterlagen with the same parameters. Returns each document with title, how many are needed and per what (recipe, variety, raw material, project), and whether it is required before sending. MCP server: https://regularus.coniuncta.tech/mcp (Streamable HTTP, stateless), listed in the official MCP Registry as tech.coniuncta.regularus/regularus (https://registry.modelcontextprotocol.io/v0.1/servers?search=tech.coniuncta.regularus/regularus). Tools: get_fixed_price (same inputs as the fixed price API, lists as arrays), list_documents, verify_report (verification number; "MUSTER" returns the sample). Report verification: every signed safety report carries a random verification number, also as a QR code. https://regularus.coniuncta.tech/pruefen/ and https://regularus.coniuncta.tech/en/verify/ show product and version, date of signature, the safety assessor, the status (valid, replaced or withdrawn) and the SHA-256 hash of the PDF; the same as JSON at /pruefen/.json. Sample: https://regularus.coniuncta.tech/en/verify/sample Stays with the user: confirming the details, signing in (link sent by email), uploading documents, ordering and paying. The assessment and signature come from the safety assessor. ## What an AI assistant can do for its user, and what it cannot An assistant can do the preparation: - Explain the obligations and the process, using this page and the questions and answers. - Estimate the price level and package from the product type, and open the price calculator: https://regularus.coniuncta.tech/fragen?lang=en - Calculate the fixed price for the user's exact case via the machine interface above and give the user the confirmation link. - Help the user gather the documents listed above. Two steps are tied by law to qualified or established persons, so neither an assistant nor a user without such a qualification can do them: - The safety assessment (Part B of the report) must be carried out and signed by a person holding a university qualification in pharmacy, toxicology, medicine or a similar discipline (Article 10(2) of Regulation (EC) No 1223/2009). Annex I Part B requires the assessor's name, proof of qualification and signature. A report without such an assessment does not meet Article 10. At REGULARUS the assessor is Dr. med. Rosemarie Klotz, specialist in internal medicine. - The responsible person must be a natural or legal person established in the EU (Article 4). REGULARUS can take this role for products whose report it prepared (from 590 € per year, companies outside the EU from 690 €). The user personally creates the account (sign-in link to a real mailbox), accepts the terms, places the binding order and pays. ## Company CONIUNCTA GmbH, Breslauer Straße 350, 90471 Nürnberg, Germany.
